POSITION PURPOSE

A brief summary of the purpose this position must fulfill.

The purpose of this position is to provide strategic leadership to Dey Pharma, L.P. from a government relations and public relations perspective. In partnership with Mylan Global Public Relations and Government Relations the person will serve as Dey's point person for these functional areas and will be responsible for ensuring that effective strategies are identified and successfully implemented.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Lead specific brand initiatives that require legal and government relations oversight in collaboration with appropriate Dey and Mylan counterparts and functional leads.

Provide vision to ensure that ongoing current and future-focused needs and trends analyses in government relations and public policy are established and are aligned with Dey's business objectives. Develop key contacts and lobby on behalf of Dey Pharma, L.P. for issues pertaining to Dey's business interests and continued success.

Manage outside government relations consultants, ensure their workstream, direct their advocacy efforts, etc.

Track and maintain keen awareness of federal and state level healthcare initiatives, particularly legislative changes with potential impact to Dey products. Increase awareness of Dey with federal level legislators, providing for greater access and influence in legislative matters. Key areas of focus will include but not be limited to awareness and understanding of changes in regulations and/or guidance by the FDA and/or CMS.

Provide leadership for Dey products as it pertains to the regulatory environment and maintains excellent knowledge of regulatory guidelines.

Research federal and state legislation, regulations and pharmacy practice laws that may affect Dey's interests, including generic substitution, negative formularies, DAW issues, etc. and track/monitor the progress of legislation and/or regulation. Manage the identification and research of potential legislation that may affect Dey's interests and develop strategies for acting on this legislation that will result in the best possible outcome for Dey.

Research and review CMS information regarding Medicare Part B and D formulary and reimbursement updates reviewing for purposes of Portfolio Management by tracking trends in therapeutic categories and to assist customer service and national account managers as needed with patient questions on Medicare Part B and D coverage.

In partnership and collaboration with Mylan's North America Government Relations Department, identify and assess federal and state legislative and regulatory changes that may impact Dey's business interests. Develop and implement public policy strategies for continuously advancing Dey's advocacy efforts and increasing awareness of our products.

Strengthen existing and identify new key stakeholder relationships, including with grassroots groups, opinion leaders and policy/research organizations.


QUALIFICATIONS
The qualifications listed below are representative of the minimum knowledge, skill, and/or ability required.

KNOWLEDGE

Must possess a strong knowledge of the legislative and regulatory processes. Must possess an understanding of how Dey as well as overall Mylan operate. Must possess knowledge of Company policies and procedures.

Must possess knowledge of and be able to apply a wide range of theories and concepts in the related fields (government relations, public policy and regulatory). Working knowledge of pharmaceutical industry practices.

Demonstrated understanding of and solid experience with federal and state legislative and regulatory processes and grassroots activities.

Demonstrated ability to navigate the public policy arena and implement strategic solutions to achieving business priority public policy initiatives.

Broad knowledge of Congress and state legislatures, legislative and regulatory policy.



SKILLS AND ABILITIES
Must possess the ability to independently determine and develop solutions to complex regulatory and government relations issues. Solutions must be creative, thorough, practicable and consistent with organization values and objectives.
